Low-carbon transformation of power system opens acceleration mode

The "Outline of the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and Long-Term Goals for 2035" (hereinafter referred to as the "Outline") released recently clarified the path for the transformation and development of my country's power system in the next 5-15 years, and proposed The target is to increase the proportion of non-fossil energy in total energy consumption to about 20%. So, what are the key "windows" and adjustments for the development of my country's power system during the 14th Five-Year Plan? How does the power system contribute to the realization of the "30·60" dual carbon goal? This reporter interviewed relevant experts.

the goal

Non-fossil energy consumption accounts for one-fifth, accelerate the development of clean power sources such as "wind and solar water core"

The "Outline" pointed out that speed up the development of non-fossil energy, adhere to both centralized and distributed, vigorously increase the scale of wind power and photovoltaic power generation, accelerate the development of distributed energy in the eastern and central regions, develop offshore wind power in an orderly manner, accelerate the construction of hydropower bases in the southwest, and advance safely and steadily Coastal nuclear power construction, build a batch of multi-energy complementary clean energy bases, and increase the proportion of non-fossil energy consumption in total energy consumption to about 20%.

The latest data from the my country Electricity Council show that the proportion of non-fossil energy consumption in China has increased from 12.1% in 2015 to 15.3% in 2019. During the "14th Five-Year Plan" period, the proportion of non-fossil energy consumption increased to about 20%.

Yin Ming, the president of a consulting company in Beijing, said that the "Outline" clarified the development positioning and spatial layout of distributed energy in the national energy system. The eastern and central regions with concentrated loads are the key to the 14th Five-Year Plan of the energy system to accelerate the development of distributed energy. A major highlight, while the modern energy system puts more emphasis on the intensification of coal production and the rational control of coal power development.

"In addition, in the 14th Five-Year Plan period, the cross-regional and inter-provincial large-capacity power transmission and the continuous development of national interconnection will greatly increase the proportion of clean energy power on major channels; the western power demand will grow rapidly, and regional and provincial power will be mutually beneficial. Strengthen; Northwest new energy and coal power are equally important, southwestern hydropower is the main focus, and eastern nuclear power and new energy are equally important; distributed energy is developing rapidly, and the integration of'source, network, load, storage and utilization' will be widely used." Yin Ming predicted.

Ye Ze, a professor at Changsha University of Science and Technology, said that the planning, construction and operation of the national power system will become more urgent. "Currently, unified operation across the country is very important. The current electricity plan in my country is allocated according to the electricity consumption of power plants. This is not the optimal result. The original electricity distribution plan should be overturned, and the existing electricity demand and grid capacity should be overturned. Consider grid constraints on the basis. Of course, corresponding to the general trend of national unification, we must do a good job in the coexistence and flexible operation of distributed energy and smart grid construction."

path

"Large clean energy base + power transmission channel" to increase the proportion of non-fossil energy consumption

How to achieve the 20% goal? The "Outline" clarifies the specific path: while vigorously developing clean power sources, increasing the utilization rate of UHV transmission channels. Strengthen the connection between source and grid and load and storage, improve clean energy consumption and storage capacity, improve transmission and distribution capacity to remote areas, promote flexible transformation of coal power, accelerate the construction of pumped storage power stations and the large-scale application of new energy storage technologies.

For a long time, UHV has attracted much attention due to its low utilization efficiency. The “Supervision Report on Ten Typical Power Grid Project Investment Effectiveness including Zhejiang Ford High-Voltage Exchange” issued by the National Energy Administration in 2017, and the “Research on China’s Energy Transformation and Transformation with New Development Concepts” issued by the Global Energy Internet Development Cooperation Organization in 2020 all show that The actual transmission power and utilization hours of the UHV transmission channels that have been put into operation are far below the design value.

Yin Ming told reporters that during the "14th Five-Year Plan" period, large-scale clean energy bases with complementary power will be the mainstay, supporting power transmission channels to achieve power transformation, with special emphasis on improving the utilization efficiency of UHV transmission channels. "It is foreseeable that there will be less and less outsourced development of large-scale coal-fired power bases. Multi-energy complements such as'wind, wind, fire, wind, water, fire' will be the main development and utilization models for large energy bases. The power unit needs to adapt to the high proportion of wind and wind power generation, increase flexibility, broaden marketing channels and market scale. At the same time, the government should consider providing new market mechanisms and policies for supporting power sources."

Ye Ze said that the proportion of "wind and solar" electricity consumption has increased, and the penetration rate of the power grid system needs to arouse the government's attention. "Strengthen the construction of power grid transmission capacity, support the development of energy storage, and open up cross-province and cross-regional power grids. Power generation companies and users directly carry out cross-provincial and cross-regional transactions, and promote non-surplus adjustments and cross-provincial and cross-regional transactions other than safe electricity use." He also pointed out that in this process, more attention should be paid to the construction of energy production and supply capacity, especially the development of traditional energy with the function of safety. "Safety is the primary prerequisite and foundation for energy transition and clean and low-carbon development."

Adjustment

The installed capacity of nuclear power is 70 million kilowatts, and there is no hope for inland nuclear power to break the ice

In addition to the development of large-scale clean energy bases and the construction of power transmission channels, "coastal nuclear power" is also an important part of the modern energy system of the "Outline". The "Outline" points out that the construction of coastal nuclear power will be promoted safely and steadily. At the same time, the Hualong No. 1, Guohe No. 1 and high-temperature gas-cooled reactor demonstration projects have been completed, and the construction of three generations of nuclear power along the coast has been actively promoted. Promote the demonstration of advanced reactors. Build disposal sites for low- and medium-level radioactive waste from nuclear power plants and build spent fuel reprocessing plants. Demonstration of comprehensive utilization of nuclear energy such as Shandong Haiyang. The installed operating capacity of nuclear power reaches 70 million kilowatts.

According to data released by the China Nuclear Energy Industry Association, as of the end of 2020, there were 49 nuclear power units in operation in mainland my country, with an installed capacity of 51,027,100 kilowatts; a total of 19 approved and under construction nuclear power units, with an installed capacity of 20,992,600 kilowatts, ranked among the top The world's first.

Wang Yongping, Secretary-General of the Nuclear Energy Branch of the China Electric Power Development Council, pointed out that the installed nuclear power operating capacity reached 70 million kilowatts, which means that 16 units are under construction at the end of 2020 (the total installed capacity is about 17.38 million kilowatts), and the other 3 units have not yet been approved by the State Council. The start-up units (with a total installed capacity of 3.61 million kilowatts) must be completed on schedule. An industry insider who did not want to be named said that in other words, the "14th Five-Year Plan" target can be achieved if the units that have been approved and are under construction are successfully put into operation.

The reporter noticed that, compared with the "13th Five-Year Plan" outline, the latest "Outline" regarding nuclear power development and layout has changed significantly. Among them, the "active development of preliminary work for inland nuclear power projects" proposed in the "13th Five-Year Plan" outline is not mentioned in the new version of the "Outline." Wang Yongping pointed out that inland nuclear power projects may continue to be shelved, and there is no hope of "breaking the ice" during the "14th Five-Year Plan" period.

Wang Yongping pointed out that the "14th Five-Year Plan" nuclear energy will provide a more feasible implementation plan for achieving the goal of carbon neutrality. "Coastal nuclear power is expected to enter a new stage of orderly development. The comprehensive utilization of nuclear energy will become more diversified and multi-purpose. The construction of spent fuel reprocessing plants is on the agenda. At the same time, the goal is to clearly point out the construction of nuclear power plants for low- and medium-level radioactive waste disposal sites, and actively implement the'regional "Disposal + centralized shared disposal" and other multi-channel low- and medium-level radioactive waste disposal modes."
