Gradually relax purchase restrictions! Auto consumption management

Since last year, the voice of "stabilizing and expanding automobile consumption" has been transmitted. The "Proposals of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and Long-Term Goals for 2035" clearly stated that "promoting the transformation of consumer goods such as automobiles from purchase management to use management" has attracted attention from all aspects.

The industry generally believes that the shift from purchase management to use management is an important change in stimulating demand for automobile consumption and restoring the growth of the automobile industry. It will not only help expand domestic demand, but also better meet consumer demand, and fully tap and release the potential of automobile consumption.

Relaxing purchase restrictions and moving towards use management

"I have been working in Beijing for almost 5 years, and I haven't gotten the number yet. I'm optimistic about what car I buy, just one license plate!" Hunan guy Li Xi bought a two-bedroom apartment in Fengtai District, Beijing 3 years ago, but He works in China World Trade Center, more than 20 kilometers away, and it takes nearly an hour to commute by subway every day. Some time ago, he finally heard a good news——

On December 7 last year, the "Beijing Interim Regulations on the Number of Passenger Cars" and the "Beijing Interim Regulations on the Number of Passenger Cars" were released, proposing "family-based allocation indicators" and "promoting the second car under the name of an individual" The orderly withdrawal of passenger cars registered in this city and above” etc. Beijing's new deal has rekindled hope for Li Xi, "Maybe I can have a Beijing license plate this year!"

Since last year, the signal to activate automobile consumption has been released in many places across the country. In August last year, Beijing once issued an additional 20,000 new energy indicators to “car-free households” at one time. For cars that are only used in suburban areas, Shanghai has introduced the Shanghai C license, which is less difficult to apply for. Since March last year, the rate of winning bids for Shanghai passenger car licenses has increased significantly. Shenzhen, Hangzhou, Tianjin and other places have also directly increased the number of license plates for passenger cars.

Increasing the number plate index is an important measure to promote the transformation of automobile purchase management to use management.

What is purchase management and usage management?

According to Zhao Ping, vice president of the China Council for the Promotion of International Trade Research Institute, automobile purchase management focuses on the purchase link, mainly through restrictions on automobile purchasers and the application of relevant subsidies and promotion policies to encourage the purchase of new cars, so that automobile consumption is guided by relevant policies and The overall target development of market adjustment.

Usage management focuses more on all aspects after consumers buy a car. For example, by improving relevant management methods and measures, creating more usage scenarios and providing more convenience, so that people can enjoy more convenience after buying a car, and then drive other consumption growth through car consumption. In some cases, use management also includes restrictions on use.

The shift from purchase management to use management is an important governance transformation to stimulate automobile consumer demand and restore the normal growth of the automobile market. "Car usage management is based on my country's reality as the world's huge car ownership country. Car ownership plays a leading role in consumption, and through car usage management, people can get more consumer satisfaction." Zhao Ping said.

Expand domestic demand and activate the potential of the auto market

Zhang Jianping, director of the Regional Economic Research Center of the Research Institute of the Ministry of Commerce, told this reporter that as an important pillar industry of the manufacturing industry, the automobile industry shoulders the important mission of stimulating domestic demand and stimulating consumption potential.

During the "Thirteenth Five-Year Plan" period, China's automobile production and sales have maintained rapid growth. Among them, the production and sales of new energy vehicles have ranked first in the world for five consecutive years. As of the end of the third quarter of last year, China's car ownership has reached 275 million.

In recent years, the automobile market has shown a more obvious consumption upgrade trend. Beginning in April last year, luxury models were sought after by the market. According to data from the China Automobile Association, after April, the luxury car market has maintained a year-on-year sales growth of 20%, with monthly production and sales maintained at around 300,000 vehicles. "With the increase in income, consumers prefer mid-to-high-end models, highlighting the role of automobile consumption in driving the overall consumption upgrade." Zhang Jianping said.

It can be said that automobile consumption has entered a new stage of "booming supply and demand". Looking at supply, in 2019, China’s industrial added value was 31.71 trillion yuan, and the automobile manufacturing industry accounted for more than 2 trillion yuan; looking at demand, China’s total retail sales of consumer goods in 2019 was 41.2 trillion yuan, and automobiles accounted for nearly 4 trillion yuan. yuan. In this context, the shift from purchase management to use management will guide the smooth advancement of auto consumption upgrades and further stimulate the consumption potential of the auto market, which is expected to play an important supporting role in the overall economic operation.

"From purchase management to usage management, it is not only the relaxation of car purchase restrictions, but also richer content." Zhang Jianping said.

Develop automobile maintenance and financial insurance, unblock the circulation of second-hand automobiles, and improve the recycling system of scrapped automobiles... A series of automobile "post-market" links need to be further improved. The relevant person in charge of the Ministry of Commerce recently revealed that the next step will be to encourage qualified regions to carry out a new round of cars going to the countryside and trade-in, unblocking the internal and external circulation of new cars, second-hand cars, scrapped cars, auto import and export, and promoting cars from purchase management to use management. change.

The rural market will receive more attention. "With the completion of the expected goal of the fight against poverty, the income level of rural residents has been significantly improved, which has become an important focus for stimulating rural automobile consumption." Zhang Jianping pointed out that there is still huge potential for the rural automobile market to be released. In the long run, in order to make rural automobile consumption continue to grow, in addition to the car going to the countryside, the construction of roads and charging piles, it is also necessary to continuously increase the income level of rural residents, improve their social security coverage and treatment levels, and enable rural residents to have the ability Car purchase. In the "14th Five-Year Plan" proposal, it is clear that these areas will be strengthened. "I look forward to the transformation of consumer goods such as automobiles from purchase management to use management, which will further release the potential of rural automobile consumption." Zhang Jianping said.

Let consumers make their own choices

Car purchase restrictions are carried out through number plate lottery or auction. This strict purchase management squeezes the space for car consumption, and also eases urban traffic congestion and environmental pollution to a certain extent.

The shift from "purchase management" to "use management" has been welcomed by automobile manufacturers and car buyers, but it has put a new test on urban governance. Some people worry that after the car purchase restrictions are loosened, the city will become more congested. What should I do if air pollution becomes heavier?

In this regard, experts pointed out that China currently has the conditions and ability to reduce urban purchase restrictions and strengthen use management to rationally guide residents' car consumption, while at the same time alleviating traffic congestion and air pollution.

Improve urban planning and strengthen infrastructure construction such as parking lots. The spokesperson of the National Development and Reform Commission Meng Wei recently pointed out that the next step will be to promote the construction of major public buildings with parking lots and the upgrading of roadside parking facilities. In addition, measures such as early warning and diversion of congestion through the big data processing platform, and improved resource allocation efficiency through differentiated parking fee policies are all conducive to reducing urban congestion.

Continue to promote the popularization of new energy vehicles to prevent further aggravation of environmental pollution. Zhang Jianping said that with the widespread popularity of new energy vehicles and the continuous improvement of vehicle emission standards, environmental pollution problems are expected to be addressed and improved. "From the current point of view, the proportion of new energy vehicle consumption is constantly increasing, and related supporting infrastructure is also constantly improving. For example, the state has given strong support for the construction of charging piles. In the future, new energy vehicle consumption may further increase. It is also conducive to energy saving and emission reduction."

In addition, while smoothing the purchase link, certain places and certain periods of time, it is not ruled out that the specific use of cars will still be restricted to achieve overall smooth traffic. This is also an important aspect of usage management.

"Once the use and management are in place, there is not much need for artificial, one-size-fits-all purchase restrictions." Zhang Jianping said, "In other words, it is to use economic policies and economic means to let consumers make their own choices."

According to the forecast of the China Automobile Manufacturers Association, China's auto market sales are expected to reach 25 million in 2020, and China's auto sales will reach 30 million by 2025. With the shift from purchase management to use management in automobile and other consumption, the potential of automobile consumption in the future will be further released, thereby making greater contributions to stable growth and employment.
