Six key points of railway development in the 14th Five-Year Plan are finalized


At the press conference of the “Sustainable Development of China’s Transportation” white paper held by the State Council Information Office on December 22, Yan Hexiang, chief engineer of the State Railway Administration, revealed that in accordance with relevant national work arrangements, the State Railway Administration is organizing the “14th Five-Year Plan”. The research and preparation of the "Railway Development Plan" will promote the development of railway technology innovation, promote the integrated development of transportation infrastructure, improve the modernization of technology and equipment, improve the quality of transportation services, continue to promote the "going global" of railways, and improve the efficiency of railway governance. In all respects, strive to promote the high-quality development of railways and accelerate the construction of a strong transportation country.


Yan Hexiang said that it will promote major scientific and technological research and development such as key technologies for 400 kilometers per hour high-speed railways and 600 kilometers high-speed magnetic levitation systems, breakthrough key core technologies, enhance corporate innovation capabilities, and improve scientific and technological innovation systems and mechanisms; “Horizontal” high-speed railway network construction, vigorously promote intercity railways, accelerate the development of urban railways, improve the layout of the road network, and implement a number of major projects such as the Sichuan-Tibet railway and the new western land-sea corridor. Promote the coordinated development of integrated transportation, coordinate the integrated transportation hub system, improve the construction of the collection and distribution system, and realize the interconnection and sharing of information. Secondly, strengthen international exchanges and cooperation, implement railway "interconnection" projects, encourage the export of equipment and technology, promote the internationalization of China's railway standards, optimize and expand the operation of China-Europe trains, and establish China's railway brand effect. In addition, promote the transformation of railway enterprises to shareholding system, optimize the railway business environment, and deepen the reform of investment and financing.
According to the data, as of the end of 2019, the national railway operating mileage was 139,000 kilometers, of which high-speed rail reached 35,000 kilometers; highway mileage was 5.013 million kilometers, including expressway 150,000 kilometers; production terminal berths were 23,000, including berths of 10,000 tons and above. There are 2,520 in number, and the navigable mileage of inland waterways is 127,000 kilometers. "Today China has become a veritable'transportation power'," said Liu Xiaoming, deputy minister of transportation.
This year this number will continue to rise. Yan Hexiang said that by the end of 2020, the national railway operating mileage will reach 146,000 kilometers, including 38,000 kilometers of high-speed railways and 90,000 kilometers of railways in the central and western regions. The railway double-track rate and electrification rate reached 60% and 73% respectively. The Chinese standard EMU of Fuxing has achieved commercial operation at a speed of 350 kilometers per hour, and a series of product pedigrees have basically taken shape. For the first time in the world, intelligent EMUs have achieved automatic driving at a speed of 350 kilometers per hour.
China's railway "going out" is also progressing smoothly. The China-Europe Express trains are developing rapidly, with a total of more than 32,000 trains operating as of the end of November 2020. New progress has been made in the internationalization of China's railway standards, new breakthroughs have been made in railway interconnection, and technical equipment has been exported to more than 100 countries and regions around the world.
The "Sustainable Development of China's Transportation" white paper puts forward a series of goals for future development, including by 2035, basically building a strong transportation country. With a well-developed express network, complete trunk network, and extensive basic network, the coordinated development of urban and rural regional traffic has reached a new level. Basically form the "National 123 Travel Traffic Circle" covering metropolitan areas with 1-hour commute, 2-hour access to urban agglomerations, 3-hour coverage of major cities across the country, and 1-day domestic delivery, 2-day delivery to neighboring countries, and 3-day delivery to major cities around the world "Global 123 fast cargo circulation circle".
