Offshore wind power ushers in the golden age

Compared with onshore wind power, the energy efficiency of offshore wind energy is 20% to 40% higher. In addition, there are many advantages that land-based wind power can't match, such as abundant wind resources, no land occupation, high power generation utilization hours, and suitable for large-scale development. Offshore wind power has become the focus of China's “13th Five-Year Plan” new energy development. In recent years, many large-scale wind power development enterprises and equipment manufacturing enterprises have begun to actively explore the road of offshore wind power development.

In 2014, China's offshore wind power ushered in the first year of launch. In contrast to the decline in new installed capacity of onshore wind power, offshore wind power has made breakthroughs. At the end of 2016, China's offshore wind power installed capacity ranked third in the world. In 2017, offshore wind power development is getting better. According to the statistics of the National Energy Administration, as of the end of June this year, the cumulative installed capacity of offshore wind power has reached 2.7 million kilowatts.

In the future, will offshore wind power continue to receive state support? The relevant personnel of the New Energy and Renewable Energy Department of the National Energy Administration gave a positive reply: “In the future, the state will further improve various policies and measures to support the development of offshore wind power and ensure its Support is not diminished, and at the same time actively provide opportunities for enterprises to carry out project construction."

Competition appears

The development of offshore wind power is of great significance for promoting the control of atmospheric haze, energy structure adjustment and economic development in coastal areas. In the context of national policy support, many companies have to seize the market despite the difficulties of high investment.

Fujian has a long coastline and marine resources, especially the “stubbing effect” brought by the Taiwan Strait in the east, which makes the coastal wind energy resources of the province have good development value. Before the successful development of Fujian Zhonghao Offshore Wind Power Co., Ltd., local governments developed clean energy, reduced environmental pollution, and improved energy structure. It attracted large and small enterprises to enter the gossip and seek a piece of offshore wind power development.

Competition is inevitable. Huang Youru, director of the office of Fujian Zhonghao Offshore Wind Power Co., Ltd., said that the offshore wind power industry has gradually become hot in the past two years, and the competition of enterprises is fierce. In the past two years, many large state-owned enterprises have entered Fujian, such as China Yangtze River Three Gorges Group Co., Ltd., China Huadian Group Co., Ltd., China General Nuclear Power Group Co., Ltd., etc., and together with provincial enterprises to compete for offshore wind energy resources. "The impact and pressure are definitely there. The resources are limited, and the acquisition of marine resources is getting harder and harder," said Huang Youru.

Huang Youru explained that on the one hand, resource acquisition is not dominant, on the other hand, small enterprise development capacity is still insufficient and competitiveness is not strong. However, it is a good thing to be able to compete with big companies on the same stage. "This shows that the industry is profitable, and many companies will come in. Everyone will compete together and learn from each other."

Earlier, Liu Qi, deputy director of the National Energy Administration, once described the strategic position of offshore wind power development: "Offshore wind power represents the international frontier level of wind power development. Whether it can have industrial competitiveness in the world depends on whether a country or an enterprise can Walking in the forefront of offshore wind power."

Bidding online

“Foreign, a number of offshore wind power projects to be built between 2025 and 2030, many bidding prices no longer need subsidies. Therefore, there is a huge room for the cost of offshore wind power to fall in the future.” China Renewable Energy Society executive director, wind energy Qin Haiyan, executive deputy director and secretary general of the special committee, said.

At present, China's offshore wind power once fixed electricity price of 0.85 yuan. In other words, regardless of the price of electricity after the integration into the grid, the state will give wind power companies a differential subsidy, which has been maintained for many years. However, in the first half of this year, the National Energy Administration issued the "Notice on the Relevant Requirements for Wind Power Construction Management in 2018", clearly stating that the newly approved centralized onshore wind power and offshore wind power will all implement competitive electricity price allocation project resources. This means that the competent authorities have liberalized the “care” of wind power projects and will compete online next year.

After leaving the government subsidies, what are the discomforts of offshore wind power enterprises? Will the development of the industry cause some turmoil? Zhang Dahai, deputy director of the Institute of Oceanography, Zhejiang University Ocean University, has been engaged in marine energy technology research and development for many years, and has a good understanding of the offshore wind power industry. Zhang Dahai said that many wind power companies in China are now making offshore wind power projects, and they have to expand or occupy the market without making money. This makes him feel that the industry is in great danger and risk. "This certainly cannot form a benign development situation." Zhang Dahai said that the price of electricity on the Internet is conducive to the survival of the fittest and the formation of effective market competition.

In China's power supply, 52% require new energy supply, but this ratio is still lower than abroad. Zhang Dahai said that foreign countries such as Denmark can already achieve 100% new energy supply. "China's offshore wind power still has a long way to go, the market is big, and the prospects are good."

For enterprises, especially after the implementation of the bidding online policy, the pressure can not be avoided. “You can only save costs and improve efficiency from within,” Huang Youru said.

At the moment, China is making every effort to promote energy transformation and take the green development path. Vigorously developing offshore wind power will be an important means. "For some time to come, offshore wind power is expected to accelerate further." Qin Haiyan said firmly.
